Powerless little child discovered fixing to wire wall with bungee rope around the neck by astonished neighbor

A helpless toddler was discovered strapped to a chicken wire fence using a bungee cord by a horrified neighbour.

Matt Knight was mowing the lawn at his home when he heard the trapped child screaming.

He went across the street to be met with the shocking sight of the youngster tied up in the elastic cord.


Before he called police, he took a picture of the disturbing scene.

He told KHQ : “I walked over there and the kid, like the photo you saw, was strapped or caught up in some of the bungee strap to the fence.

"I simply needed some photograph proof versus a pack of prattle. 

"That strap or bungee string was practically at neck level - she was up on her feet, yet she was somewhat battling around her neck."

As indicated by the station, police have been called to the property twice before in the earlier month when youngsters were left unattended in the road.  

A lady guaranteeing to be the kid's mom said she was simply tangled up in the ropes - yet would not say why the adolescent was out of the house alone. 

The Washington Department of Health Services said they can't remark on particular cases aside from when a youngster kicks the bucket or about bites the dust.
